There's a dissonance when this song is sung between what it's meant to do, what Aurica thinks it's going to do, and what those urging her to sing it expect it to actually do. The tone of the song is therefore more reflective of the true purpose and especially of what Aurica believes about it than the actual outcome. The proper purpose of EXEC_LINCA/. is to establish a new administrator of the tower, Ar tonelico. However, it's meant to be sung only by an Origin Reyvateil and only when there is no current administrator. Since the administrator, Eolia, is alive and well, and Aurica is no Origin, it doesn't quite go that way. Aurica, on the other hand, has been led to believe that she's the reincarnation of the Goddess Tilia (who is also still alive, incidentally) and that singing this song is necessary to restore Tilia's power. As for what actually happens... let's just say it's not so pretty as the music.
The lyrics booklet doesn't quite match the song itself, so where there are differences, I've reflected what's actually sung.

Keep in mind that I'm working from a Japanese description of how the language works and Japanese descriptions of the terms. Translations of translations always tend to suffer somewhat in quality....
Refer to my brief Hymmnos reference for general information on how the language works.
If you have the Hymmnos font installed, the headings below should appear in the Hymmnos script as seen in the game. Hey, why not? The font is freely available from the Hymmno Server, where most of my information on Hymmnos comes from. The site is mostly in Japanese, but the download link itself is in English. If you don't have the font, the headings will simply appear as large Latin text.
Hymmnos line: Was yant gagis chs hymnos mea.
Glossed as: 私は謳になる。
Which means: I become song,
Kana reading: ワス ヤント ギャギス チス ヒュムノス ミーァ
Romanized: was yanto gyagisu chisu hyumunosu mii[a]
Vocaulary summary:
Was = very intensely / yant = panic / gagis = don't care what becomes of myself
chs = become / hymmnos = song, Hymmnos / mea = me
We'll ignore the misspelling of "hymmnos". The emotive sound is interesting, though. I take it to mean basically, "I'm desperate to do this no matter what might happen to me in the process."
Literal translation attempt: I'm desperate to become song, regardless of what it does to me.
Hymmnos line: En chsee fwal fwal mea.
Glossed as: そして、2つの翼を纏う
Which means: And don two wings.
Kana reading: エン チーセ フワル フワル ミーァ
Romanized: en chiise fuwaru fuwaru mii[a]
Vocaulary summary: en = and (then), because of / chsee = turn into / fwal = wing / mea = me
One of the simplest ways of making something plural in a language is repeating the word. Hymmnos also seems to have a way of jamming things together with no connecting words, so "fwal fwal mea" is presumably "me with two wings."
Literal translation attempt: And I will transform and have wings.
Hymmnos line: Fou paks ra, diasee, sarrifis hyzik tes dius yor...
Glossed as: 神よ、尊い貴方に私の体を捧げます。
Which means: O Goddess, I offer up my body for your exalted self.
Kana reading: フォウ パクス ラ ディアズィエー サリフィス フィジク テス ディウス ヨア
Romanized: fou pakusu ra diaziee sarifisu fijiku tesu diusu yoa
Vocaulary summary:
Fou = somewhat / paks = nervous, excited / ra = want to be like this
diasee = child of god / sarrifis = (offer a) sacrifice / hyzik = physical body /
tes = (indicates destination) / dius = divine, exalted / yor = you (object)
Though "diasee" is defined as meaning "child of god", it's apparently being used here to refer to Tilia, one of the three Goddesses of the First Era that the Church of Elemia worships.
Literal translation attempt: Willing but nervous, I offer my body as a sacrifice to you, O exalted Goddess.
Hymmnos line: Rrha ki ra tek wim tes yor.
Glossed as: 1人の娘が貴方のところに参ります。
Which means: A single girl humbly goes to you.
Kana reading: [ルル]ラ キ ラ テク ウィム テス ヨア
Romanized: [ruru]ra ki ra teku wimu tesu yoa
Vocaulary summary:
Rrha = consumed with / ki = serious, focused / ra = want to be like this
tek = go / wim = daughter, girl / tes = (indicates destination) / yor = you (object)
Literal translation attempt: With all-consuming focus, a girl goes to you.
Hymmnos line: en weel waath dius manaf , Yat!
Glossed as: さあ、尊き命よ蘇れ。
Which means: Now be reborn, O glorious life.
Kana reading: エン ウィー ワース ディウス マナフ [Yat]
Romanized: en wii waasu diusu manafu [Yat]
Vocaulary summary:
en = and (then), because of / weel = Come true! / waath = replay, rebirth
dius = divine, exalted / manaf = life / Yat = {Yat}
"Yat" may not mean anything in particular, or it may be Preformalized Lunar Chant, in which case 'y' is light, 'a' is power, and 't' is oneself.
Literal translation attempt: Now be reborn, glorious life! (if "yat" is supposed to be Preformalized Lunar Chant, then add: Pour the light of your power into me!)
Hymmnos line: Wee yea ra enne ar fee, ar dor, ar ciel
Glossed as: 願いを風に、大地に、この世界に…
Which means: Wishes to the wind, the earth, this world...
Kana reading: ウィ イェア ラ エニェ アル [fee] アル ドール アル シェール
Romanized: wi yea ra enye aru [fee] aru douru aru sheeru
Vocaulary summary:
Wee = quite / yea = happy / ra = want to be like this
enne = prayer, (positive) desire / ar = the / fee = {fee} /
dor = earth, continent / ciel = sky, (loose usage) world
Going by the glossing, "fee" should mean "wind". It's unclear why the standard term "fhyu" is not used instead, or what (if any) difference there is.
Literal translation attempt: I am glad to lift my prayers to the wind, the earth, the world.
Hymmnos line: Was yea ra frreie yor wart en chs manaf an yor...
Glossed as: 私は歓喜に満ちている。言葉を解き放たれ、 命はそなたと共にあること。
Which means: I am filled with great joy, for your words are freed, and my life is with you.
Kana reading: ワス イェア ラ [frreie] ヨア ワート エン チス マナフ アン ヨア
Romanized: wasu yea ra [frreie] yoa waato en chisu manafu an yoa
Vocaulary summary:
Was = very intensely / yea = happy / ra = want to be like this
frreie = {frreie} / yor = you (object) / wart = words / en = and (then), because of /
chs = become / manaf = life / an = along with, together with
"frreie" ought to mean "free". The tendency of Hymmnos to mush things together is making a possessive out of "yor", so these are not just any words, but "your words".
Literal translation attempt: I am intensely happy as your words are freed and my life joins with yours.
Hymmnos line: Synk sor al memora en knawa al tonelico.
Glossed as: 森羅万象すべての記憶と重なり、 アルトネリコのすべてを知りなさい。
Which means: Overlap with memories of all that exists, and know everything about Ar tonelico.
Kana reading: シンク ソァ [al] メモーラ エン ノーワ アル トネリコ
Romanized: shinku so[a] [al] memoura en nouwa aru toneriko
Vocaulary summary: synk = pile up / sor = that, it / al = {al} / memora = memory / en = and (then), because of / knawa = know / ar = the / tonelico = {tonelico}
The "al" in "al tonelico" is definitely a misprint of "ar" given that it's the tower's name. The other "al" could be another error, or it could be an unknown word.
Literal translation attempt: The memories come upon me, then I know all about Ar tonelico.
Hymmnos line: Was au ga chs mea eterne manaf
Glossed as: 遥かなる永遠を生きて
Which means: Living into distant eternity
Kana reading: ワス アウ ガ チス ミーァ エテールネ マナフ
Romanized: was au ga chisu mii[a] eteerune manafu
Vocaulary summary:
Was = very intensely / au = sad / ga = want to escape quickly
chs = become / mea = me / eterne = eternity / manaf = life
Sadness and wanting to escape are plain enough, but is it driving her toward this eternity, or making her shy away from it? The surrounding stanza suggests the first is more likely.
Literal translation attempt: Wanting to escape this intense sadness, I will live forever.
Hymmnos line: Rrha ki ra tie yor ini en nha.
Glossed as: ここへおいで
Which means: Come here,
Kana reading: [ルル]ラ キ ラ ティエ ヨア イニ エン ニャ
Romanized: [ruru]ra ki ra tie yoa ini en nya
Vocaulary summary:
Rrha = consumed with / ki = serious, focused / ra = want to be like this
tie = in regards to ~ / yor = you (object) / ini = initialize, purify /
en = and (then), because of / nha = allow in, summon
Hey, this line's in the opening song!
Literal translation attempt: I am completely focused on being open and inviting to you.
Hymmnos line: Wee ki ra parge yor ar ides.
Glossed as: 過去を切り離して
Which means: Part with your past,
Kana reading: ウィ キ ラ パジェ ヨア アル イデス
Romanized: wi ki ra paje yoa aru idesu
Vocaulary summary:
Wee = quite / ki = serious, focused / ra = want to be like this
parge = detatch / yor = you (object) / ar = the / ides = past
This line isn't in the opening, but it's very similar to one that is. "yor" is again being used as a possessive, and it's otherwise straightforward.
Literal translation attempt: I am intent on parting you from your past.
Hymmnos line: Ma ki ga ks maya yor syec
Glossed as: 怖がらないで、その身を委ねて
Which means: Do not fear, entrust yourself to me,
Kana reading: マ キ ガ ケス マヤ ヨア セク
Romanized: ma ki ga kesu maya yoa seku
Vocaulary summary:
Ma = level-headed / ki = serious, focused / ga = want to escape quickly
ks = suggest, influence / maya = magic, supernatural / yor = you (grammatical object) /
syec = abyss, depths
This one is in the opening, too. As noted there, "ks maya" is perhaps equivalent to "soothe" or "comfort" here.
Literal translation attempt: I comfort the depths of your mind and seriously want things to change.
Hymmnos line: Whalt tim 0 chs, Diasee!
Glossed as: 神の子よ、今こそ始まりの時!
Which means: O child of the Goddess, the beginning is now!
Kana reading: [whalt] [tim] ネル チス ディアズィエー
Romanized: [whalt] [tim] neru chisu diaziee
Vocaulary summary: whalt = {whalt} / tim = {tim} / 0 = zero / chs = become / diasee = child of god
And this one isn't even close to anything in the opening. "tim" presumably means "time", which would make "tim 0" one way of expressing a beginning. "whalt" is less clear, and without it, it's hard to figure out the overall meaning.
